Scott Aaron Kupor is an American venture capitalist and government executive who served as managing partner of Andreessen Horowitz from 2009 to 2025.[1] As the firm's first employee, he oversaw its growth from $300 million to $45 billion in assets under management and from three to 600 employees.[1] In 2025, he was confirmed as Director of the U.S. Office of Personnel Management under the Trump administration.[5]

Kupor authored the Wall Street Journal bestseller "Secrets of Sand Hill Road: Venture Capital and How to Get It" in 2019.[6] He serves as an adjunct professor at Stanford Law School and UC Berkeley's Haas School of Business, teaching courses on venture capital and corporate governance.[4] He previously served as chairman of the National Venture Capital Association from 2017 to 2018.[3]

Early life and education

Kupor graduated from Stanford University in 1996 with a bachelor's degree in public policy, earning Phi Beta Kappa honors.[4] He simultaneously earned a Juris Doctor from Stanford Law School in 1996.[4]

Career

Credit Suisse and Opsware (1999–2009)

Kupor began his career as an investment banker at Credit Suisse in 1999, managing initial public offerings for software companies.[3] In 2000, he joined Opsware, where he held multiple executive roles including VP of financial planning and corporate development, and Senior VP of Customer Solutions.[3] When Hewlett-Packard acquired Opsware in 2007 for $1.6 billion, Kupor became VP and General Manager of Software-as-a-Service at HP.[3]

Andreessen Horowitz (2009–2025)

In 2009, Kupor became the first employee of Andreessen Horowitz, joining founders Marc Andreessen and Ben Horowitz as managing partner.[1] Ben Horowitz described him as "the best executive that we've worked with" when explaining the decision to make him their first hire.[2]

During his 16-year tenure, Kupor oversaw the firm's expansion from $300 million to $45 billion in assets under management.[1] The firm grew from three employees to 600 under his operational leadership.[1] He served on the boards of portfolio companies including Cedar, Headway, Foursquare, Labster, Ultima, and SnapLogic.[9]

In 2019, Kupor published "Secrets of Sand Hill Road: Venture Capital and How to Get It," which became a Wall Street Journal bestseller.[6] The book demystified venture capital for entrepreneurs and became a standard reference in the industry.[6]

U.S. Office of Personnel Management (2025–present)

In April 2025, Kupor resigned from his roles at Andreessen Horowitz to join the Trump administration as Director of the U.S. Office of Personnel Management.[1] He was confirmed by the Senate in March 2025.[5] In his new role, he leads federal workforce management and government efficiency initiatives.[2]

Recognition and public engagement

Kupor served as chairman of the National Venture Capital Association from 2017 to 2018, leading the industry's primary trade association.[3] He serves on the board of the Silicon Valley Community Foundation.[9]

He teaches as an adjunct professor at Stanford Law School and UC Berkeley's Haas School of Business, focusing on venture capital and corporate governance.[4] His book "Secrets of Sand Hill Road" became a Wall Street Journal bestseller and is widely used in business schools.[6]
